SPECIAL MEETING TO DISCUSS FUNDING OPPORTUNITIES FOR WATER UPGRADES
February 10, 2010

The Special Meeting was called to order by President Glen Moore at 7:00 p.m. at the Bear Lake Village Hall.

Present: Carver Edwards, Alice Howe, Don Hyrns, Jim Mlejnek, Glen Moore, Michelle Mortenson, Ron Ronning and George Schafer.

Absent: Howard Higley and Larry Mortenson

Funds: Additional grant opportunities available were discussed and reviewed.

Motion by Ron seconded by Carver to proceed with obtaining a loan with Honor State Bank at the interest rate of 4.15%. Motion carried.

February 17, 2010

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present:  Carver Edwards, Howard Higley, Don Hyrns, Alice Howe, Jim Mlejnek, Glen Moore, Larry Mortenson, Michelle Mortenson, Donna Ronning, Ron Ronning and George Schafer.

Absent:   None

Guests:   None

Minutes:  The January minutes were approved as presented. 

Treasurer’s Report:  Motion by Larry seconded by Ron to accept the Treasurer’s Report as read. Motion carried. Building Fund 5,967.57, Equipment Fund 10,636.50, General Fund  26,840.72, Minor Street Fund 25,284.99, Major Street Fund 40,342.42, Park Fund    28,850.36, Water Fund  24,083.34, CD – Honor Bank $26,343.23, CD – Honor Bank    $30,947.30, Huntington Bank $79,580.97

Motion by  Ron seconded by Carver to pay bills as presented. Motion carried.

Motion by Carver seconded by Ron to approve the proposed 2010-2011 budget. Motion carried.

Motion by Resolution  by Ron seconded by Larry to approve the proposed 2010/2011 budget and set the millage rate at 10.5501 plus extend the deadline for summer taxes to February 28, 2011 without penalty. Motion carried.

Motion by  Ron seconded by Larry to sign the contractural agreement between the Village and Manistee County for tax rolls, assessments & bills for 2010 at the rate of $1.12 per parcel. Motion carried.

Motion by  Carver seconded by Jim to sign the agreement with the Manistee County Conservation District for Hazardous Waste Day and approve the $105 request for service. Motion carried.

Discussions Held On:  – Our current grant project budget and the changes necessary due to increased costs in the water tower. The water upgrade project is on schedule and things are progressing with a target completion date by the end of the year beginning of 2011.

BUDGET HEARING SPECIAL MEETING
February 10, 2010

The Budget Hearing was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Present: Carver Edwards, Alice Howe, Don Hyrns, Jim Mlejnek, Glen Moore, Michelle Mortenson and Ron Ronning and George Schafer.

Absent: Howard Higley and Larry Mortenson

Funds: The budget was presented with brief discussion on the various accounts. Discussion was also held on the millage rate which is currently set at 10.5501. No action taken at this time.

February 18, 2010

The Special Meeting was called to order by President Glen Moore at 2:00 p.m. at the Bear Lake Village Hall.

Present: Carver Edwards, Alice Howe, Don Hyrns, Glen Moore, Larry Mortenson, Michelle Mortenson, Ron Ronning and George Schafer.

Motion by Ron seconded by Larry to seek a grant for $250,000 with a matching funds amount of 16% for additional water and street upgrades and repairs. Motion carried

– A proposed bank bond will be presented at the next Village meeting in April.

Motion by  Ron seconded by Don to support the Bear Lake Promoters/Vision Bear Lake idea to modify the landscape along the walking entrance to Hopkins Park. Motion carried.

Motion by  Carver seconded by Larry to have the Village President sign the Variance Request to erect a new water tower on the parcel of land off Potter Road where the water tower is currently located. Motion carried.

Discussions Held On:  – Kim Schafer (Schafer Landscaping) and Barb Farfsing presented a design idea for modifying the walking entrance to Hopkins Park. They would like to enhance the area with trees, annuals, an arch and walkway at the bottom of the stairs to make it more visually appealing. The council welcomed the idea and thanks Kim and Barb for their time and effort with this design. – A proposed bond to borrow money for the water project is currently being reviewed. – The Village received complaints involving three different issues. Letters will be sent to homeowners regarding the complaints. – The status of the dock upgrade was discussed and questions and concerns will be addressed by engineering firm Wade-Trim – Requests for permits were signed and sent to MDEQ and MDOT for the next round of items for the water project. – The Bear Lake Promoters thanked the Village Council for use of Hopkins Park for the Easter Egg Hunt which drew over 100 participants. – The proposed clock tower was discussed with no action taken at this time. – Triginta club requested a silent auction banner be placed on a pole near their club. The Council saw no issues with their request.

Motion by  Carver seconded by Don to increase the library funding to $1,200 contingent on the fact that Bear Lake Township and Pleasanton Township do the same. Motion carried.

Motion by  Don seconded by Ron to have Thompson’s remove trees in the amount of $1,800.00. Motion carried.

Motion by Resolution by  Ron seconded by Larry to pass the Water Revenue Bond Ordinance 2010.01. Motion carried.

Discussions Held On:
– A new blade shield is needed to meet OSHA requirements.
– Clarification of the clock tower was made, the group that is sponsoring the clock tower is Friends of the Clock Tower and not Ladies of the Lake.
– The water revenue bond is expected to close on September 1, 2010.

Motion by Resolution by  Ron seconded by Carver to transfer $6,812.00 from the General Fund to the Major Street for excessive administrative services claimed. Motion carried.

Motion by  George seconded by Don to approve quote for the removal of two trees and stumps by Thompson Tree Service in the amount of $1,900.00. Motion carried.

Motion by  George seconded by Ron to award bid for inspection and rehabilitation to Village wells to Raymer for the amount of $17,400. If additional mechanical cleaning is needed, an explanation must be received in writing before they can continue on with the next phase of cleaning at the cost of $10,000. Motion carried.

Motion by  Ron seconded by George to purchase 24 – 3×5″ polyester flags. Motion carried.

Discussions Held On:
– The bond loan for the Village water project is progressing with a target date to borrow the money from Honor State Bank as August 1st, 2010.
– The dock upgrade project is now up for bids. The bid opening will be held on July 22 at 2:00 p.m. at the Village Hall.
– The watermain project is now up for bids. The bid opening will be held on July 13 at 10:00 a.m. at the Village Hall.
– Council received the permit to close U.S. 31 for the Bear Lake Days Parade.

Discussions Held On:  – Barb Farfsing representing the Bear Lake Watershed Alliance gave an overview of the grant they received along with their mission statement and goals for Bear Lake. – A complaint regarding a commercial building in the Village was received and a request for inspection will be pursued. – Consumers Energy will conduct a free survey regarding streetlights to be sure all is working properly. – A meeting will be held on August 25th at 2:00 pm to receive bids for the Water Tower Project.

Discussions Held On:  – A water sample request by a homeowner was taken with the results coming back as clean. – The watermain project should be completed by the end of September. – New bids will be sent out for the watertower as they came in over-budget. – The Dock Upgrade project is set to begin in the middle of October.

Motion by  George seconded by Ron to pay Elmer’s $2,752.22 for the extra paving on Smith Road.  Motion carried.

Motion by  Ron seconded by Larry to have CJs fix the sidewalk on Smith street or deduct $1,000 from CJs pay request. CJs agreed with the $1,000 deductible.  Yeas: Carver Edwards, Larry Mortenson, Ron Ronning, George Schafer and Glen Moore. Nays: Don Hyrns and Jim Mlejnek. Motion carried.

Motion by  George seconded by Carver to dock CJs 22 days worth of damages at the cost of $17,600.00  Motion carried.

Discussions Held On:  – A meeting to open bids for the ground level water storage tank was set for November 11th at 10:00 a.m. – New tires will be purchased for the Village truck. – Dock upgrade is set to be completed by mid-November

The Regular Meeting of the Bear Lake Village Council was called to order by President Glen Moore at 7:30 p.m. at the Bear Lake Village Hall.

Council Present:  Carver Edwards, Howard Higley, Alice Howe, Jim Mlejnek, Glen Moore, Michelle Mortenson, Donna Ronning, Ron Ronning, George Schafer.

Absent:   Don Hyrns and Larry Mortenson

Guests:   None

Minutes:  The October minutes were approved as presented.

Treasurer’s Report:  Motion by Carver seconded by Ron to accept the Treasurer’s Report as read. Motion carried.

Motion by  Ron seconded by Jim to pay bills as presented. Motion carried.

Motion by George seconded by Ron to award Phase II of the Water Project to mcCormick Sand in the amount of $235,687 for the new “forest green colored” water tower with special attention paid to any change orders. The Village Council will approve all change orders before they are implemented.  Motion carried.

Motion by Jim seconded by George to approve Howard’s annual bonus of $500.  Motion carried.

Motion by Ron seconded by Carver to approve the Merto Act Right-of- Way Permit. Motion carried.

Discussions Held On:
– A letter will be included in the water bills regarding Water Monitoring Requirements that were collected 12 days late. Final results received were satisfactory and no issues reported with the drinking water.
– The dock upgrade has been completed.
– Monthly taxes are now required to be paid on-line.
