Meeting called to order by chairperson David Meister at 7:00 PM

Minutes of the September 5, 2018 meeting: Motion by Bair, Second by Harthun to accept the Minutes of the September 5, 2018 Regular Authority Meeting as presented. M/C
New Business: Municipality Updates: Bair reported that Bear Lake Village maps are established and the REU’s need some standardization. Girven reported that the Pleasanton Township map is established and need REU work done. Harthun reported that the Bear Lake Township map is established and need REU work done. Meister reported that the Onekama Township map is established and also needs REU work done. Sousa updated the public on the background of the project and projected future. Boundaries and Special Assessment District for users and REU’s (Residential Equivalent Unit) explained. Properties are billed by REU’s, and Monthly or Quarterly usage bills. The average household uses 170 gallons of water per person per day. Concerns were brought forth for Bear Lake Village Businesses and REU assessments. Schools cannot be assessed, however, an agreement with the school is an option.
• Bair would like to use a Benefit Special Assessment and standardized REU’s. He would like to use the same chart as Pleasanton.
• Contiguous lots would be considered (1) and billed at the same amount each month.
• Maps are available at each municipality; however, the final maps are not complete.
• Criteria: Properties bordering lakes or across the road, plus those requesting to be in the district.
• Each municipality will vote on an REU standardization at their respective meetings and have available at the next TLSA meeting.
Unfinished Business: Traciak explained the process of Petitioning the Sewer District. The Collaborative must follow State Law for Special Assessments. SAD’s don’t allow an election vote under State Law.
Motion by Bair, Second by Harthun to open a checking account for the TLSA. M/C
Motion by Meister, Second by Harthun to appoint Girven as the Treasurer. M/C
Motion by Bair, Second by Girven to appoint Harthun as the second signature and open an account at Honor State Bank. M/C
