February 15, 2017 FY2017-18 Budget Public Hearing

On February 1, 2017 the Village of Bear Lake held a formal FY2017-18 Budget meeting.

A FOIA request had asked for the proposed operating budget spreadsheets, the December 2016 and January 2017 presented Fund by Line item Budget to Actual Expenditures – in advance of those meetings. They were not received.

The Meeting of the Bear Lake Village Council was called to order by President Jeff Bair at 7:00 p.m. at the Bear Lake Village Hall.

Allegiance was said by all.

Council Present: President: Jeff Bair Council: Ron Ronning, Greg McPherson, Jackie Johnson, Peggy Bass, Treasurer: Sally King, Clerk: Cindi McPherson Staff: Jared Bair

Absent: Carver Edwards, Janene Gee and Larry Gibson

AGENDA ITEM: Budget: Discussion was held on individual accounts with changes made as needed to proposed budget accounts.

On February 6, 2017 the following notice was received:



The Village of Bear Lake Village Council will be holding a public hearing to approve the budget for 2017-18 fiscal year on February 15, 2017 at 7pm at the Bear Lake Village Hall, 12376 Virginia Street.  The regular monthly council meeting will immediately follow.


A copy of the proposed budget is available for public inspection at the Village of Bear Lake office, 12376 Virginia Street during regular business hours; Monday – Friday, 1pm -3pm.

Persons with disabilities needing accommodations for effective participation in the public hearing/public meeting should contact the Bear Lake Village Clerk at 231.970.2066 or at the above address one week in advance to request mobility, visual, hearing, or other assistance.

A reminder of the existing FOIA request for the FY2016-17 December and January finance spreadsheets and the proposed FY2017-18 Operating Budget was sent together with a request for speakerphone access to both the Budget Hearing and Regular Council Meeting on February 15, 2017 to accommodate those unable to attend.

Also on February 6 we received the following spreadsheet of the current Village financial status as discussed at the February 1 meeting.

Six Month Subscription Request under FOIA

As a digital media news service, providing information to residents and tax payers we are again requesting, respectfully, in advance of each Special, Commission and Regular Council Meeting, by electronic means, the full packet of documents and Agenda provided for Council / Commission Members and made available to all who may physically attend such meetings.
Specifically we are requesting all documents referenced in, and including, each meeting Agenda for all meetings from January 2017 to June 30, 2017.
In addition, this request is submitted under Title VI (Referenced in the Village Title VI Non Discrimination Plan with yourself as the Village Title VI Coordinator)

We are requesting the reinstatement of audio recordings of all meetings, to be made available for registered voters and property owners who are unable to physically attend live on site meetings. Again, we are offering to purchase and provide digital recording devices to enable instant archiving and file sharing.

We have not thus far received the requested copy of the proposed FY2017-18 Operating Budget and it is not posted at BearLakeMichigan.org. The last Minutes posted there are November 2016.
